Covid19 Support phase 2

The tourism industry has been hit extremely hard by the nationwide lockdown and is one of the industries that will be affected for a long time still due to travel restrictions. Apart from the support offered by the National Government (See https://www.satsa.com/coronavirus-update/economic-support-for-covid-19-impact/), the Nelson Mandela Bay Municipality has identified budget it is considering using to support tourism accommodation businesses on a local level in order to limit the damage caused by the COVID-19 virus. 

These measures aim to protect the industry by offering support to existing, legal, tourism business in order to also protect employment in the industry. Qualifying formal accommodation facilities will be given investment retention incentives equal to the business rates paid to the municipality for an initial period of 3 months (subject to monthly review). Phase 1 saw over 100 accommodation facilities receive assistance to over R4.8 Million.


(a) Eligible categories 
The category of owners eligible for the adhoc investment retention incentive will solely be for Tourism Accommodation establishments that provide accommodation on a short term basis. These include Hotels, Lodges, Bed and Breakfast (B&B’s), Guest Houses, Self-Catering Accommodation and Backpackers that are registered with the municipality and are currently paying commercial rates for the said accommodation facility. 

(b) Qualifying criteria 
I. The entity must be in existence for at least one business financial year 
II. The entity must be registered/zoned as a business with the Nelson Mandela Bay Municipality and must be currently billed commercial rates by the Nelson Mandela Bay Municipality by virtue of running an establishment for the purpose of providing commercial accommodation. 

(c) Pre-qualifying/compulsory documents

II. ID copies of Owners, and registration documents of the entity. If sole proprietor affidavit to that effect.

III. Copy of most recent Municipal Rates Account Statement (November/December 2020)

IV. Supporting documents or any proof that may be deemed necessary to prove that commercial accommodation is the primary activity on the said erf.

V. The establishment must also complete the Tourism Audit Survey (www.jupilog.co.za/Survey.docx) and submit it to reception@jupilog.co.za before any credit will be granted.

Please note: This application is a formal request for assistance from the Nelson Mandela Bay Municipality only and does not guarantee that an incentive will be provided by the municipality, in part or as a whole, on any business rates paid. The municipality will endeavour to provide this assistance while there is budget available for this, on a first come first serve basis, where fully completed applications are received and the business meets all requirements. The assistance is limited and will be reviewed monthly and thus could be extended/retracted for various reasons that will be communicated directly to the applicants.
